Union announces new IT Apprenticeship program, career path to IT jobs

OCSEA is excited to announce a new initiative with the State of Ohio to help open doors for OCSEA members to careers in Information Technology (IT). The IT Apprenticeship Program, a joint labor/management agreement, is designed to provide OCSEA-represented employees with training and development opportunities that lead to full-performance IT classifications. It is designed to create a career path to State of Ohio IT classifications and to address agency recruitment needs.

The new IT Apprentice and Associate classifications went into effect this week, with the Letter of Agreement (LOA) signed off on September 24, 2025, permitting agencies to begin implementing and utilizing this program. The program creates an avenue for current OCSEA bargaining unit employees who have started or expressed interest in an IT career to apply for posted IT Apprentice or Associate positions. The program is designed to:

  • Address recruitment and retention challenges in the IT field.
  • Close skill gaps through structured training and experience.
  • Provide employees with a defined and supported career path, eliminating the uncertainty of job searching after program completion by ensuring a transition into full-performance IT positions upon meeting the conditions of the agreement.  

Based on the LOA, State of Ohio agencies may post IT apprenticeship opportunities for the purpose of training selected candidates to meet the minimum qualifications of the needed IT classification. The LOA includes the possibility of auto progression from IT Apprentice to IT Associate classifications to a full performance IT position (as long as the required minimum qualifications of each level are satisfied). From AFSCME: How the shutdown will impact public services in states and cities

Working families across the country are staring down a health care crisis. Premiums are about to double for more than 22 million people, and hospitals and health centers nationwide struggle to keep their doors open.

 

Instead of working to fix this crisis and keep families healthy, the president and his yes-men and women in Congress have caused a government shutdown. They’ve chosen to protect the massive tax breaks for billionaires and greedy corporations they passed in the so-called “Big Beautiful Bill.” And it’s going to affect AFSCME jobs. 

 

States, counties, cities and towns are already facing budget shortfalls. Now, they may lose even more federal funding that support critical services. 

 

Here are just some of the AFSCME members whose jobs may be affected: 

  • Safety inspectors who enforce workplace safety rules at the state level
  • State Disability Determination Service workers (DDS) who determine whether people with disabilities qualify for Social Security disability benefits
  • Head Start workers who provide critical education and nutrition services to children from low-income families

Depending on how long the shutdown lasts, more programs that rely on federal funding could be at risk. For example, the Supplemental Nutrition Assistance Program (SNAP), which helps millions of people in need afford their groceries, is on track to provide benefits through at least the end of October. But if federal funding were exhausted because of a drawn-out shutdown, benefits might be suspended. 

 

On top of this, thousands of AFSCME members who work for the federal government are facing the immediate impact of the shutdown as they are being furloughed.  

 

This is why Congress must act urgently to fund the government and fix the health care crisis. It’s time to stop playing games with our health, our jobs and our communities.
