State Contract Books Being Distributed By Local Chapter Leaders 

OCSEA contract books with the State of Ohio are here, and chapter leaders are currently in the process of picking up enough contract books for every state member in their chapter. Every dues-paying OCSEA member that is represented under OCSEA's State of Ohio contract is entitled to receive one (1) contract book.

 

State contract books are currently being distributed on the local level by chapter leaders only. Look for leaders distributing them at worksites, in union offices and/or at chapter meetings in the coming weeks. Contact your chapter's elected leaders directly with questions about your chapter's contract distribution process.

OCSEA Standing Up For Members In Labor/Management Meetings

OCSEA is fighting to make sure the state follows our collective bargaining agreement following Governor Mike DeWine’s Return to Office executive order. Right now OCSEA staff members are actively engaged with state agencies through labor management meetings to work out policies that treat employees fairly and do not violate our contract. Those policies need to take into account that some agencies no longer have enough office space to accommodate the entire workforce. Buying or leasing more office space would be a waste of tax dollars when our members have proven then can do their jobs effectively through telework.

 

Union leaders who work at the Ohio Dept. of Job and Family Services (ODJFS) continue to pursue their class action grievance filed in February. The Union argues that the agency's return to office policy is in violation of the ODJFS agency-specific agreement (Appendix Q) of the collective bargaining agreement because this policy was developed without forming a telework committee with the union. The grievance demands that ODJFS cease and desist implementation of any changes to the current teleworking policy and remote work arrangements until the required teleworking committee is assembled and comes to a mutual agreement regarding any changes.

 

The statewide grievance that OCSEA filed against the Governor’s executive order is still pending. Additional grievances may be filed depending on the results of labor management meetings.

 

"The benefit of being union is to ensure employees have a seat at the table," said OCSEA Vice President Rocky Jolly. "We are using our union contract to demand a seat at the table on this order and to ensure that the voices of impacted members are being heard."

 

Register For Upcoming Women's Conference

As we kick off Women's History Month, we are excited to announce that registration is open for OCSEA's Women's Action Committee (WAC) Conference. The annual women's conference will take place May 2-3 in Perrysburg, Ohio. All members are welcome to attend. The registration deadline is April 25.

The main conference will take place on Saturday, May 3 from 9:30 a .m. to 4 p.m., with New Contract Training being held Friday afternoon and early check-in and a reception on Friday evening. Registration on Saturday begins at 8 a.m., with the conference beginning promptly at 9:30 a.m.

From AFSCME: Judge Declares Federal Worker Firings Likely Illegal; Impact of Federal Firings, Cuts Will Trickle Down to States

A case filed by AFSCME, American Federation of Government Employees (AFGE), United Nurses Associations of California (UNAC) and others is shining a light on just how unlawfully federal public employees are being treated. A federal judge ruled last week that the U.S. Office of Personnel Management’s (OPM) direction to do mass firings of probationary federal employees was illegal and must stop immediately.

The judge said when federal agencies fire employees for no reason, “that’s just not right in our country,” adding that we can’t “run our agencies with lies.” Read more.

These indiscriminate firings are already taking a toll on state and local public services, says AFSCME. That’s because state and local workers, including AFSCME members, collaborate with or rely on the federal workforce to provide public services in their states and communities.

These firings are also inspiring some anti-union extremists on state levels to begin their own public service gutting "taskforces." 

Public service workers have had to do more with less for decades. We know better than anyone how to make government more efficient. Minority Conference Deadline Extended to March 14 

The deadline to register for OCSEA's annual Committee on Minority and Community Affairs (CMCA) Conference has been extended to March 14.

 

The CMCA Conference will take place March 21-22 at The Renaissance Columbus Westerville-Polaris Hotel, 409 Altair Parkway, Westerville, Ohio 43082. Visit OCSEA.org/cmca for more information about the conference and to register.

 

Fighting To Win: The Repeal of WEP and GPO

Union activism is paying off for members of OCSEA and other unions who lost Social Security benefits because of the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO). Last week the Social Security Administration started paying retroactive benefits dating back to January of 2024. For decades WEP and GOP had reduced benefits for public employees who receive pensions based on work not covered by Social Security. That all changed when President Biden signed the Social Security Fairness Act into law in January. Many retirees will also start seeing bigger Social Security checks next month because of the new law. Read more about the union activists who joined the fight to restore benefits in the Winter PEQ.
